UN Secretary-General Places Hamas On Sexual Crimes Blacklist

The United Nations Secretary-General’s latest report, circulated in August 2025 to all General Assembly members, has placed Hamas on the UN’s official blacklist for conflict-related sexual crimes.

The group is accused of rape, gang rape, genital mutilation, and sexual abuse of hostages, based on findings from recent investigations including the Dinah Project.

Secretary-General António Guterres also warned that Israel is “on notice” and could be added to the blacklist in a future report, citing credible patterns of sexual violence by security forces in detention facilities.

The report has intensified international scrutiny on all parties involved in the conflict.
