Germany is rushing to prepare for a potential Russian attack within four years by converting Cold War bunkers, metro stations and parking garages into fallout shelters.
Only 580 bunkers remain operational, covering just 0.5 percent of the population. In stark contrast, Finland has shelter space for 85 percent of its citizens.
Officials say building new bunkers would take too long and cost too much, so the focus is on rapid retrofitting.
The plan also includes modernising public alert systems.
The government is expected to allocate emergency funds after relaxing debt limits earlier this year.
