France and Germany push EU to sanction major Russian oil firms in 19th package

France and Germany are urging the European Union to target Russian oil companies, including Lukoil and its trading arm Litasco, in the upcoming 19th sanctions package.

The proposal also covers foreign refineries that re-export Russian oil to Europe, as well as middlemen and banks accused of helping Moscow evade existing restrictions.


The measures aim to hit Russia’s shadow fleet of tankers that move oil covertly and to cut financial channels supporting the Kremlin’s war effort.

Talks with the United States are ongoing, although resistance is expected from member states such as Hungary that oppose energy sanctions.
